Shortened and full navigation toolbars in Confluence: enabling the short version for all pages

Howdy,

I have noticed that part of my pages has one type of navigation toolbar where the other uses another type and displays quite differently.

Indeed, on some pages I see the shortened version, like:

Other pages have the full version of toolbar where each button has a label:

ButtonLabels.png

How come? Is there any way I could set Confluence to always use one type of the panel? I prefer the shortened one.
