Is it possible to make it bigger, say in perhaps Heading 2 size?

Hi Hunter Morgar and Welcome,

Sadly Table of Contents macro size cannot be configured. However, you can add custom CSS styles on either space or global level as you can see in the following article.

By following the above article, you can style Confluence page content as you need.
Note that some technical background is needed to implement this solution.
