Template to add PageS

Is it possible to create a template or other process to create a page and some subordinate related pages?   As an example let's say I want 6 unique pages for the following type of hierarchy.

I.  Central Region

    a.) Missouri

         i.) Kansas City

    b.) Kansas

         i.) Topeka

    c.) Nebraska

Even if this can be done, how do you handle the issue of having to have UNIQUE page names?
