We can use Google Analytics for page stats and views
and versioning for changes
however, we have a requriement from Auditing to be able to track Confluence Attachments File Downloads - thats which users had had download and uploaded what files.
Is there a feature or a way to monitor and track this?

It seems to me that one way to do this is to play with application logs or Tomcat logs.

Or you can try REST API, there are methods to get audit data:

Did this enable you to Audit or track Confluence Attachments File Uploads/Downloads.
After reading the pages suggested to you by Anton I did not get the impression that this actually logs those actions,
