Two dimensional filter statistics problem for users on Confluence

I am an admin and have no problem inserting this macro and editing the query/filters. A normal confluence user can insert the macro but it is only blank, nothing can be edited. The Preview is blank.

Is this a permissions issue? Where would I add it if so?

Hi! 

Just stupid question, you user can reproduce that issue in private/incognito mode of browser? 

As user has access to Jira and edit on Page of Confluence can do it
