I have users that create pages then want to delete them, but cannot. They are the default Confluence Users group. Me being an admin, my delete is in the ... section in the top right corner, but delete does not show up for regular users.
Please help!

You'll need to check the space permissions page, the user will either need delete own or pages--> delete.
Maybe yours looks like this, where users in confluence-users group wouldn't be able to delete pages:
Yep, not uncommon - I've seen setups where only team leads or managers have access to delete so things don't accidentally disappear into the ether. kind of depends if you have data curators in your org dedicated to the task of keeping things tidy.

Move requires delete. Technically, you are deleting it from one spot and creating it in another.
