I have reviewed the documentation on WebDev and it appears to be functional for moving pages from one space to another and for bulk manipulation within a single instance of Confluence.
It's a little unclear if we can use it to move pages from one instance of Confluence (DEV) to another completely separate instance of Confluence (Prod). Has anyone used it this way successfully?

You can bulk import files by using the WebDAV method. However, the closest you get to this with Pages is importing from text files:
- Import a text file
There are other ways o importing data into Confluence, such as files:
- Import content into Confluence
If you are looking into exporting content and then importing back into another instance, you should export the desired pages into XML format and then import it back to the other instance:
- Export Content to Word, PDF, HTML and XML
- Restoring a Space
You will basically need to:
- Export the desired space to XML
- Check version compatibility between instances
- Restore the exported XML into the desired instance
