What can cause HTTPError: reporter: The reporter specified is not a user

I am receiving the error: HTTPError: reporter: The reporter specified is not a user.

 

When I go through the GUI and manually create an issue I a able to add myself as a reporter with my name, with no problem.

 

However, when using python API, I am specifiying the reporter as a paramter in the clal and I am not able to add myself as a reporter. I have tried looking at documentation for this but I cannot find anything. Code below.
