What has happened to SOAP API addUser in 5.4?

We just ugraded to 5.4 and suddenly the scripts we use to create users started throwing errors:

Uncaught SoapFault exception: [Server.userException] No such operation 'addUser'

It turned out that addUser wants an additional Boolean argument. No idea why it had worked without complaints in our production Confluence last night.

This is even stranger. The user creation scrips actually work in our production environment!

The errors come only from the test and development environments.
