I couldn't find any equivalent issue documented anywhere for Confluence, but I had a similar page load pause. Just as a shot in the dark (pun intended), I tried disabling the whisper plugin in the same way, and it immediately fixed the issue.
I believe there must be a way to fix the whisper plugin so it doesn't cause this issue, but it seems it's rare enough that it's not getting much attention. How many others have come across this? Is there any other workaround besides just disabling whisper?
Also, in my searching, I did come across this issue with whisper in Confluence - https://jira.atlassian.com/browse/CONFSERVER-57580 - but it is unrelated. My instance is very small, if there are half a dozen concurrent users it's a big day.

Well as I understand, you are facing problems when loading pages in Confluence using Internet Explorer 11. As a starting point, you could check if your network can reach the following URL:
- https://engage-delivery.useast.atlassian.io
Also, could you clarify a few points for us:
- Was there any kind of change applied to your instance, prior to the issue?
- Is this issue present for all Administrators?
- Is this issue present for normal users as well?
- Does the situation come up in other browsers?
- Do you have a firewall or proxy in your environment?

I'm sure this is a result of corporate network restrictions. I can't find out if it affects other browsers because I'm not allowed to install other browsers. We are strictly firewalled and proxied, and I'm accessing Confluence behind a reverse proxy.
Nonetheless, this is the environment I'm stuck with, so disabling whisper is my only recourse.
