Why can't anyone save their profile changes?

This question is in reference to Atlassian Documentation: Your User Profile

Noone can save changes to their own profile. Where is the the save profile permission setting found?

That usually happens when you have a user directory that does not allow changes.  What are you using?  And does it allow changes?
