atlas-run url returns a 404 in browser

I recently installed the Atlassian SDK on my Ubuntu 18.04 setup following the Alassian hello-world tutorial here. After going through the steps, which seem a little out of date (ex. tutorial doesn't mention the OSGI config question) and I run *atlas-run* it downloads the libraries and starts Tomcat. However, the url it provides, http://localhost:2990/jira, only 404s in my browser. I've seen this in other topics, but suggestions like hard-coding the IP address or restarting the machine don't seem to help. Again, when I've done this tutorial before on similar setups it just works.

I would run an atlas-clean first and then atlas-run. See if it fixes anything.
