This group provides the highest level of permission in your site, and these permissions can't be edited.
Because that would totally disable your ability to do any administration, and render your system fixed and unchangable.
Why would you want to do that?

I am not sure what the question is, I am sorry.
The confluence-administrators group is in the global permission for administrating Confluence because you need a group of administrators to do the admin work.
You can't remove it because you should not have any need to stop being able to admininstrate your system.
Could you explain the problem you have in more detail? Forget the "why admins have admin rights", just tell us what the human perceived issue is.
