no, the Atlassian Community doesn't use Confluence as platform. You might want to check out

You can make use of comments, inline comments and file comments (which can be posted on embedded files) on any page for communicating/discussing with your team. However, if you are looking for a separate blueprint/template for this purpose, you can try the following add-on's based on your requirements.
