if you are updating the minutes (confluence page) every day with important items, is mail sent out to the ones mentioned first day, or you have to retype their names everyday ?

Hi,

Mentions will only send out a notification the first time you save the page with the mention on.  If you edit the page afterwards, the mention notification won't be sent out again. 

If you want users to be notified whenever the page changes, either they can click the Watch option at the top of the page, or if you're an administrator you can click the Watch option > Manage Watchers and add them as watchers.  When someone is watching a page they get notified whenever the page is edited.
