is there a fix pack for confluence 5.1.2 about Concurrent Editing and Merging Changes Bug

Confluence 5.1.2 fails to non-conflicting merge changes while editing page concurrently.

I know this bug has already been fixed in later versions.

Because it's not convenient for us to update confluence version,so is there any fix pack for confluence 5.1.2  about this bug?

It's not a bug, it's just a weakness in the design.  A common one for all systems that allow for on-line editing. Some handle it better than others.  (Confluence falls in the middle of the range for me.  It's not great at handling it, but it's a lot better than most other options)

Atlassian systems do not get patches, other than for critical security issues.  If you want a "bug" (not that this is one) fixed, you upgrade.  If you need a new feature, you upgrade.  If you want shiny new toys that your current version does not do, you upgrade.

Confluence 5.1 is out of support, there's no chance of it even being patched for that.  You have a clear and absolute case for an upgrade, and no reason not to.
