reordering pages using View in Hierarchy

Hello - we've never had any problems reordering pages using the View In Hierarchy option in the drop-down menu under This Page.  Lately, though, it really just won't work.  I've tried making just one change at a time, but no luck - the pages remain stubbornly in place.  For some sections I've had to re-order them using A B C D etc. so that I can list them alpha.  Anybody have any ides on how to trouble-shoot?  Thanks!
