sections display side-by-side not in sequence

When I am in edit mode my sections align in top-to-bottom sequence like this image below. When I publish they appear as shown in second image.

How do I fix?

Thank you for contacting us! Happy to help you determine why your format is not as you expected.

Can you let me know a bit more about the issue?

1. What is your Confluence version?
2. Are the tables very long? If you were to make smaller columns does the same happen? 

It can also help if you make a test page in Confluence with the same circumstances, and see if you are still able to replicate the behavior. I'd also be interested in seeing the screenshot from Confluence to see how it looks in the UI. For this reason the test page can be helpful because then it doesn't contain your private information.
