which confluence question module do I disable to remove the "email all users" start button?

I agree with Steven. Have 2 lines of CSS in "Custom HTML" section of "General Configuration" under Admin console and u r done. Just use "inspect element" option to get handle of this html element.

I usually go with custom CSS and setting elements to {display:none;}

I don't have an install of Questions to mess around with at the moment.
