Our customer would like to use 64bit Java service wrapper for FishEye service on Windows OS, but the following URL describes "Community Edition versions of the 64-bit Windows Java Service Wrapper
are not currently available."

We see that Tanuki Software provides 64bit Java service wrapper for paid edition. Can we use it for FishEye ?

In theory this should work. But this has not been tested by Atlassian so technical support for this configuration can not be guarantied. I can only advise you to try it and prepare a backup plan to use the 32bit version if it fails.
If 64bit a strong requirement, I would then advise not to run FishEye as a service but to use the fisheye bin\run.bat instead. There are then different option to automatically trigger the execution of this script, for instance: http://windows.microsoft.com/en-US/windows-vista/Run-a-program-automatically-when-Windows-starts.
