Agents can see this option on Help Center while creating new issues while it is missing for Customers.
I need to enable this for our customers - please suggest the needful.

Community moderators have prevented the ability to post new answers.
You can create the new issue and then share it with the whole organization from the portal. You can also share it with individuals from the portal if that helps.
