When I pull a user report based on Jira Software product and Active site access, it does not mean the product access is actually enabled. In my experience, it means they had access at one time. I exported users recently and it included users who no longer had Jira Software enabled. This makes it extremely difficult to know who has access and who doesn't. To boot, you have to manually click into each user to confirm whether they have access and then remove. Maybe I'm missing something?

This plugin does exactly what you’re looking for. Additionally, it allows you to whitelist specific users to prevent them from being deactivated. You also have the option to deactivate users as needed manually. The plugin is free to use for the first month.
