We are using WSJF to determine priorities. Our scale is 0,3,8,13 for both business value and tech effort. The formula is Business Value divided by Tech Effort. Since we are using 0 for minimal tech effort, I have to figure out how to replace the 0 for 1 in the formula so the WSJF value is just the business value.
Anyone have a work around for this?
1+ would be confusing given the simplicity of the formula. Ideally it would be great if we expand the formula functionality to include if then statements and error handling.
I would just add 1 (or some value you feel comfortable with) to Tech Value, specifically in my formula.
(or I wouldn't allow 0 for the technical impact)... personal opinion, but I'm not a fan of the tool fighting with the process, so something simplistic is my method of choice.

I would go with this approach as well. If you also want to have a zero score then you could add 1 to the business value too.
