Usability of multiple-idea selection actions is not intuitive

When selecting multiple ideas, I find myself searching all over to figure out how to modify them. Eventually I look down at the bottom of my screen to see the action modal:
This is pretty non-standard, usually it's located in the upper right like in Jira, or in the table header. It's not intuitive to have it floating at the bottom of the screen.
