A weird one, User A can't log time if User B has logged time

This is a real head scratcher that I'm not sure what to do with. User A has all the right permissions to log time through Tempo and they can do it just fine on all tickets EXCEPT the ones that User B has logged time on. If User B has logged time on the issue view the area under the Tempo section is blank. The little arrow next to Tempo is turned down which means User A has it open so it's not that it's hidden. It's just blank. No logged time is shown and no buttons available to log time.

If you delete the time User B has logged then User A can see Tempo again and log time.

I tried logging in as User A using both ScriptRunner and Jira's "switch to user" and I see things just fine as User A even on tickets where User B has logged time. There's no errors in the logs and nothing that points to what the issue could be. I'm at a loss.

I don't really think that anyone will have any kind of solution for this but I thought I would put this out there just in case 

Tempo: 16.4.0
