Can anyone help me figure out to the reason behind the two different results for the same search?

When I go onto the Jira portal to enter a ticket and enter in "quality" into the search box I get two returns(two articles), but when I instead start a ticket and enter "quality" in the Summary box I only get one return.

There was a restriction by page tag by adding the tag to the knowledge base project configuration page, I was able to display the missing article on the summary box.
