Can you add watchers by an automation rule to all new incidents?

You could create a cyclical transition which adds a watcher, then have automation fire the transition. To do the actual bit with adding the watcher, you will need to use one of a few more complicated techniques, take a look at https://jira.atlassian.com/browse/JRASERVER-43158 for more information.
