Change the default content of Customer Notifications default rules

When creating a new Service Desk project from a template configuration the Customer Notifications are not copied to the new project.

Is there any way to change the default content for these rules:
Public comment added
Public comment edited

 

So that when we create a new service project, they all have the changed conten for these two default rules.
