Create request without creating customer account

Is it possible to just add an email address as requestor without having to create a customer in the JSD project first?

Hello,

The reporter field must be set with a Jira user, that is why you can not enter just a email.

Indeed, the system needs something to hang more data off. 

An email address isn't good enough, as it doesn't define a user, tell us their permissions or display name (trust me, you don't want an email address as a display name), or any of the rest of it.

Makes sense as an request via email also creates an account.
