You'll need to do what it says - talk to the partner or reseller that is now handling your subscription.
You'll need to ask the owners of your systems who they have transferred the management to. If you can't find out from them, then you'll need to talk to Atlassian to find out who the external people are - raise a billing question from https://support.atlassian.com/contact
Funny enough, I have the same problem right now. We are even the billing contact.
