It was recently brought to my attention that occasionally comments that are added as internal comments are being sent out as email notifications to some of our users. Given that internal comments are generally private notes that aren't supposed to go out to users, I'd like to fix this. Have any of yall seen this happen before? The vast majority of internal comments are not being emailed out to users, but when it does happen, it's happening to regular users that don't have any kind of permissions or license within Jira.

As per the screenshot and information, it looks like the issue is related to a bug. The issue happens when the customer is mentioned and the "Browse project" permission is set to "Any logged in user".

Thanks for the suggestion! I've removed that permission from the projects that had it, hopefully that'll prevent future cases of this issue.
