Nothing change on my end in terms of my notification schemes, but all of a sudden we are seeing every transition on every ticket.

just so i am clear here. are you saying that your customers are able to perform all transitions from the issue view screen of the portal? Can you provide a screenshot?
No, but what is happening is that any transitions performed in our JSD that are not to be shared are visible as comments to the customer in their customer portal.
