One of the User is unable to see the Queues in a Service management project even though she has Administrator role in the project.

If that user doesn't see Queues (or any other JSM related feature) in the project then she normally doesn't have a product license.
Being admin of the project is not the same as having a product license. You can have access to the project but without the proper license you won't have access to project specific features (like queues)

Other Administrator and System-Administrators can able to see the Queues in that project. Only his is not able to see the Queues in the Service Management Project in Jira software .

If other users can see the queues in that project then its a JSM project (not Jira Software), if so then the user who doesn't see it does not have queues in a JSM projects then they need a JSM license assigned to their account.
Please make sure that this user actually has a JSM license on their account.
If this is a Jira Software project then queues is not a feature.
