Hello,
I don't find the right manual in the internet and I'm tired of trying trial and error.
Which role or what permission is needed for a standard user to choose other users for the field Approvers for expample in a request type?
As an admin I'm able to do that and to choose every user but as a normal user no available users are shown or could even typed in.
I would be happy for any response.

The user should be part of Browse users Global permission.
To modify, Go to admin settings --> system --> Global permissions (https://g<baseURL>/secure/admin/GlobalPermissions!default.jspa)
Check what groups have Browse users permissions. You can modify the permission and add required groups into it.

sorry, but that would be to easy :D
In the Browse users of course I added a user group that owns any user which is set up. Even our non admin test user.
But there must be any permission options somewhere else because its still not working.

For customers to be able to find other users and customers from the project, it’s necessary to change the “Customer permissions”.
Please, go to Project settings > Customer permissions > Who can customers share requests with?
Please, select “Any customer or organization, by searching in this project” > Save.
