Jira has no built-in mechanism for delegating permissions. Most people try to solve this by setting permissions based on assignees of issues and then changing assignees when people go on vacation. (There are actually some apps that automate this). There are several drawbacks to this approach.
Our team at OBSS built Keychain - Delegation for Jira to solve this exact issue. It is available for Jira Server and Data Center.
Keychain introduces new workflow conditions, post functions, and custom field types to your system. You make your configuration once. After that, you define delegates for users in your system. No changes on issues are required.
Your users can define time-boxed delegates for themselves or authorized people in your organization (like HR) can define delegations for other users. Delegations become active when the given date window starts and ends when the date window ends.
You can even delegate permissions based on categories and delegate different permission categories to different people.

There are plugins available that enable a delegate functionality in various ways if neither work around is an option for you.
