We use controlled forms (forms with protected and unprotected cells within a file). We wish to publish the form as a template so that users can copy it and edit only the unprotected cells before saving it within the same Confluence page as a record. At present when we upload Excel files to Confluence they are read only, so cannot be edited. We want the files to be editable within Confluence.

The native capabilities of Confluence for Excel files are very limited. You will need to turn to the Marketplace to have your need fulfilled.
I can recommend Elements Spreadsheet, a Confluence app that allows you to create powerful tables seamlessly in Confluence pages. You can also import Excel files as templates and use those for newly created Spreadsheet documents (so you never have to start from scratch). All the basics are also covered: formulas, filters, sorting, data validation, advanced formatting options, etc.
Display properties allow you to display only specific sheets on the Confluence view mode as opposed to all sheets.
