While it is not possible out of the box, you can use Exalate for Jira and sync Jira Service Desk projects with other kind of projects, even not JSD, you can use software projects to keep track of JSD tickets and work on them.

Give it a try for 30 days, you can also create complex automations to get ticket associations between projects.

portal is associated to one project and you can not associate to multiple jira project.
