Atlassian's Translating your customer portal and supporting multiple languages article says I should see a Language Support section in the Project settings.
Here is what the article says:

But I do not have Language Support section as you can see in the image I shared. Do I miss something? Any suggestions?

Currently, language support is only available for Jira Cloud and you are using Jira Server.
We have a feature request suggesting the implementation of this functionality for Server:

Hi Arda,
i have a team-managed and a cloud jira service desk project but i cannot change the default language once the project has been created.
So if i want to change the default language i need to create a new project.. i that correct?

On team-managed projects on Jira Service Management Cloud, after the project is created, it’s not possible to change its default language.
Different from company-managed projects, on team-managed ones it’s necessary to select the language at the moment the project is created, after that it won’t be possible to change.
There was a feature request for that, but it was closed because there are no plans to implement this option on team-managed:
