On August 21 we didn't have any incidents related to support.atlassian.com.
On August 20 only jira.atlassian.com was upgraded, but it didn't affect our support site.
Have you tested creating the ticket using another browser?
Also, when you try to create the ticket, can you open the developer tools on your browser to check if it will show any other error?

I've checked here and it looks like the error 'SavePersonalAndPaymentData' shows on MS Edge and on Chrome it should work.
Have you tested using incognito mode?
