Moved Jira Software and JSD to a different server. Can't get it back online

It works locally on the server, and converts the URL to localhost:8080. But when I hit it from a browser on any other machine, I get the IIS landing page. I didn't change anything, import and everything else went successfully. Is there a good KB article to follow, to get it back? And accessible to the outside world?
