I need to open new ticket when a closed ticket is commented by customer.
Automation rules only show option to re-open...
Any solution?

Version: JIRA Service Desk 4.7.1 installed as aplication of jira software (obr).
Option to create new ticket not appear.

Can you please confirm what is the version of your Jira Service desk Server?
In Jira Cloud application it is possible to create a new issue when a comment is added to a closed issue, just like the latest version of Jira Service desk Server:

I think you need an app for this case like scriptrunner or automation for jira
