I am working with a Vendor to deliver a solution for a Govt department so there are 3 parties involved.
The Govt dept has given my team access to their Jira instance, but will not allow our Vendor to access it.
The Vendor has their own instance of Jira.
Is there a way to integrate the Vendor and Govt instances of Jira as I'd like to reduce the duplication of effort in raising and tracking defects.

I hope vendors are already solved that problems.
Also, for to be a sure: you need to track issue keys in custom field in all side.

as @Gonchik Tsymzhitov already said, your situation is the classical use case of an issue synchronization tool. He mentioned two tools which fulfill the requirements you posted here and there are also other solutions in the marketplace.
