Sounds like "Request Participants."
If you want to loop people in, add them as Request Participants. Oddly, the field is not present when you create a request, but you can go back and edit it to add them.

And yeah, when you editing the issue in JIRA as an agent it is rather obvious. But there is nothing about it in documentation and when I tried to locate it from the customer portal point of view, there is no "involved people" custom field in the system

It's not really a custom field - it's more of a property added by the Software application (doesn't really help you with an answer, but it's an explanation of why you don't see it as a field)
