Since just a few days ago, some users are receiving email notifications related to issue updates. This users are not related to the issues, as they are not reporters, assignees or watchers. Seems that these mail notifications deliveries are random, as we cannot find the issue configuration that induce the mail notification when other user makes an update.

Are you still encountering this issue? Here are some possible avenues to investigate if you are still seeing this issue:
Issues linked to organisations: Can you verify if the issues which were sending out email notifications are associated with any organisations?
Automation rules: Do you have any automation rules setup which could result in emails being sent when issues are updated?
Notification Configuration: Could you also provide us with a screenshot of your email configuration, which can be found in Customer Notifications within the project settings. It would also be worth checking your Notification Schemes that you have configured for your project and sending a screenshot of what you have configured here, as it could be possible that this has been setup to send out emails on status changes to particular users or organisations.
