We have a public facing jira instance (service desk) and would like the option to have public users sign-up and submit issues to our service desk.
I read on one of the atlassian docs that users signed up for service desk do not count towards the total user license count. however this is not what we're experiencing.
Could someone point us to what we're doing wrong here?

only the agent users count towards your licence , customers are ‘free’.
check how you are assigning users and agents to groups. That is the most common issue.
