The settings are all OK.
It was working normally, user receiving notifications, email...
This person's email account was accidentally suspended in Google Console.
After reactivating the account in Google Console, notifications stopped coming for this user.
The case is affecting only 1 user.
How can I fix it? Can deleting the user from Jira and adding them back again solve it? Do you have any other suggestions?

Is the user an agent or a customer submitting requests?
If it's an agent make sure that his personal notifications settings are not turned off and that the agent is in thr proper project role.
