What is the best replacement for opsgenie if the company is not willing to integrate with any cloud product
Until Cloud is FedRamp compliant, many DoD contractors have zero option to go to Cloud. This is often not a "preference" at all. What options exist for those of us that are required to use Data Center?
You may be able to find an open source solution that can be deployed in-house.
However, the hard part is to ensure availability and redundancy. The best incident management software doesn't help you if it's down during an incident. See my comment below for more colour on the topic.

Thank you for your response. We run an HA cluster to meet these needs, and have redundancy in multiple availability zones. Unfortunately Cloud does not meet NIST compliance standards, so it is not a legal option for those bound to NIST compliance. These regulations are mandated, rendering any Cloud-based advice invalid until Atlassian is able to move to FedRamp (which is still TBD and has been for years).
Recently it has been very challenging for DoD contractors to solicit software advice and obtain valid Data Center options, as the conversation inevitably turns to Cloud. We often receive advice which we cannot cannot legally implement due to our regulatory requirements. I look forward to the day that Cloud becomes a valid option for DoD, this is unfortunately just not the case today.

The best answer you will get here is "make Opsgenie work"
It's a great tool, and doesn't need the huge pile of integration and scripting/coding you will need to do the same thing in other tools.
My starting point, as a consultant, would be "why not Cloud?". I spend most of my time with people who simply can't use Cloud services, and for all the right reasons.

I totally agree with you that Opsgenie is almost the best tool in the subject but the orgnaization is not accepting any cloud solution due to governmental regulations. That's why I want to find another on-premise solution that could cover the same functionalities.

OpsGenie and the majority of incident management tools were created in the cloud for a purpose. Very high availability is essential, but even more crucially, they need to be fully independent of the infrastructure powering your own services.
Implementing and maintaining a technology like this on premises, completely seperate from your existing infrastructure, with high redundancy in place, takes a considerable investment (money and resources) that most organisations are not willing to make.
I would advise the business to reconsider cloud-based alternatives and better understand the requirements for incident management. In general, using these products exposes very little information about your firm to the cloud.

Based on my experience/knowledge, it is difficult to identify Opsgenie alternatives (especially non-cloud based software) in the market. You will need to conduct further research to find the appropriate software.
There are xMatters, PagerDuty, Splunk etc. However, it is my understanding that all of them are cloud based.

yes, based on my knowledge nothing has the same capabilities as opsgenie but the problem is with their regulations
Thats what I am doing right now to look for plugin that could cover most of the capabilities, I found "Elevator - Smart Issue Assignment" but not sure about all capabilities and I have to try it.
