how can i lock JIRA?

Hi,

I need to lock JIRA but dont close the service. How can i do that?

 I assume by "lock", you mean "stop users changing issues"?

The most simple way to do this is to go to manage applications, make a note of what groups have what application access (it's usually simple stuff like "jira-software-users group can use Jira Software), and then remove every group from the access.  

Users won't be able to log in or change anything.  Admins will still be able to log in though, they always can.
