Account request process in JIRA

Hi Team,
Can we automate the process for enabling a user account through API calls?
Can the script to enable the user account be called by JIRA and or Confluence to do so?
Can we write a workflow that requests a list of people to approve the Issue opened in JIRA for a user to have access to JIRA and or Confluence?
Once the approvers all approve the request can the workflow run the script(s) to generate the access for the username?
Also need the reverse of this for a given user to have access removed on request once approved.

Im not sure about the final step, automating user creation/deletion, but perhaps JIRA Service Desk can help you?

  Thanks for the update.

As per mentioned link understood the flow of workflow, but we need Auto request process like below
