Add watchers

I've got this user group set up. And this group's role in this project is administrator, developer and user. And the group has permissions to manage watchers.

But if a member of this goup wants to add a watcher to an issue in this project, they are not able to do that.

Any explanations as to why this is happening?

Does this group also have global "Browse User" permission?
